Main purpose of job:

The National Crime Agency (NCA) is a law enforcement agency responsible for leading the UK’s fight to cut serious and organised crime. We tackle serious organised crime at its highest level that affects UK citizens. The successful jobholder will assist the NCA International Liaison Office Manila with their responsibilities delivering an ambitious project to support Philippines Law Enforcement in combatting Child Exploitation, Trafficking in persons and Modern Slavery.

NCA’s International Liaison Officers (ILOs), based in Manila also have the responsibilities (named above) in a remote capacity in Indonesia and Brunei.

The ILOs work closely with host law enforcement counterparts to tackle global crime. This includes, but is not exclusive to, money laundering, fraud, drugs smuggling, modern day slavery & human trafficking, child sexual exploitation, and cyber-crime.

The jobholder will play an important role in supporting operational activities and maintaining relationships with key partners within The Philippines law enforcement community. The jobholder will support the ILO Office on subjects of a sensitive nature, and therefore an understanding of UK objectives and local conditions is essential.

The jobholder will support management of a specific project including budget information, project documentation and assist in managing the ILO Office functions in delivery of the overall operational objectives of the project.

Roles and responsibilities / what will the jobholder be expected to achieve?

  • Support administration of the NCA office, including budget management, forecasting and asset registers (50%)
  • Gathering and analysing data for regular reporting of management information relating to general NCA business (20%)
  • Attend operational meetings with international partners as required; preparing agendas, taking and circulating minutes. There will be occasional need for the jobholder to travel to attend formal meetings (sometimes internationally), training events and conferences (10%)
  • Drafting of regular progress reports; highlighting challenges and suggesting solutions (10%)
  • Support the International Liaison Officers as appropriate using knowledge of local conditions and legal considerations to achieve objectives for UK investigations, based on sound judgement and accountable decision-making. The jobholder will need proven skills in dealing diplomatically with international partners from varying professional backgrounds (10%)

Essential qualifications, skills and experience

  • Ability to build, maintain and develop relationships with internal and external stakeholders
  • Good problem-solving skills that demonstrate the ability to interpret and analyse data
  • Ability to use the Microsoft Office suite of applications (Outlook, Word, Excel, PowerPoint) effectively
  • Strong written communication skills and an ability to report with clarity on complex issues

Language requirements: English and Filipino

Level of language required: Proficient

Desirable qualifications, skills and experience

  • Project management
  • Experience in taking minutes of meetings and preparing briefings
  • Experience with intelligence handling procedures and sensitivities
  • Experience working in a law enforcement environment
  • Working knowledge of the law enforcement agencies of the Philippines

Employment offers are subject to successful clearance of pre-employment checks. Staff recruited locally by the British Embassy Manila is subject to Terms and Conditions of Service according to local Philippine employment law.

No accommodation or relocation expenses are payable in connection with this position. All candidates must be legally able to work and reside in the country of the vacancy with the correct visa/work permit status or demonstrate eligibility to obtain the relevant permit. Any costs related to obtaining or renewing permits and visas are the responsibility of the successful applicant.

Employees who are not liable to pay local income tax on their Mission salary may have their salaries reduced by the equivalent local income tax amount.

Candidates are expected to have a valid NBI Clearance.
